'Treat game'
Mary Prior KC, presenting evidence, described the criminal behavior to the judicial body.
She stated his targets were under-privileged children who were attending a summer camp which he operated.
The defendant conducted a "treat game" with the minors, Mrs Prior stated, in which he would access the children's bedrooms when they were settling down and ask them to consume candy "as fast as possible".
She informed the proceedings the defendant had conducted this practice with the children "for many years", and youngsters had earlier experienced illness the following morning.
She stated the man had been successful in rationalizing this repeatedly as the minors being "overstimulated by activities", until his family member had worries in recently.
Mrs Prior KC stated further: "Recently" his stepchild had suspicions about what was going on, with valid cause.
"They resolved" to have a look in the man's possessions."
The legal counsel stated items including infant oil, petroleum jelly and syringes were located, and his stepchild notified the police about his concerns.
She said Ruben went on to conduct the "sweet game" with six youngsters that time - that Saturday - and they were everyone unwell the next day.
"Law enforcement" had not responded by that point," she stated further.
The regulatory agency, the police conduct office, had stated that it was reviewing Leicestershire Police's handling of the events.
Mrs Prior stated the youngsters were unable to walk properly due to their sickness, so the family member contacted the police a second time.
She said Ruben then played the "sweet game" in a space of five youngsters.
